Hollingworth Correction

Our current operational NWS configurations do not use the Hollingsworth Correction, and we note it is not current on in the CO9p2 configuration.

We would like guidance on whether this should be implemented operationally, and whether it not being on in CO9p2 was a deliberate choice, an oversight, or a inadvertent change that has crept in.

We could implement it at PS48 (~end of 2026) following discussion with Diego, but wanted the JMMP consensus view.
