VALSPIN implementation, including stride option for long integrations and Tprof and QHF metrics #25

For my spin up work I would like to add a new set of metrics called VALSPIN, which would show the evolution of spatially integrated temperature, heat content etc. over climate-scale spin up integrations.
As part of this I'd like to add a stride option when calculating metrics based on annual fields. So for example for a 1000 year integration you might want to only plot every 10th field, so would be good to have an option to set FREQ=10y instead of FREQ=1y. This is quite simple to implement.
In would also involve getting the VALGLO global heat flux (QHF) to work and implementing a new global temperature profile metric. (Perhaps we could get rid of the "VALGLO" package while we were at it?).
