"Restart search" should restart search

If citations were successfully (!) fetched, there is no possibility to "Restart" the search. The button just refreshes the display.

One corner case:

If the DOI is updated again after citations were successfully fetched, should we show the restart button again? Or instead, we can make it trigger the search again when switching to Citataions tab.

The user can switch the fetcher to trigger a refresh.
I think this is enough.

• switch to Citations tab to load the cite and cited by
• switch to General tab to delete DOI
• switch back to Citations, and now the page shows data loaded earlier

So solution is to clear the cache and search again.
