1. Blockers for @JoeZZG

• refactor noun phrase to english #4747: I moved Language.Drasil.NounPhrase to Language.Drasil.NaturalLanguage.English.NounPhrase in drasil-lang and updated all internal import using git mv, instead of simply copy and paste. After this PR is approved, I will update the imports in drasil-example and drasil-docLang.

2. Blockers for @B-rando1

• I've been finishing up work on Cleaned up GOOLTest File #4722. There's been an ongoing discussion of how Drasil creates and stores pathnames. It's outside the scope of that PR, but it might be good to start thinking about how we should be handling these things. GOOL is fairly inflexible in how it manages pathnames, which in some cases requires us to manually modify them right before creating files.

3. Blockers for @Xinlu-Y - I don’t have any blockers right now. I opened PR Remove global basis citations and register math-source refs per case #4746 to remove the temporary global citation fallback from BaseChunkDB.
