Tags broken with Janoeo 1.18.2

Describe the bug
Tags broken as seen in log. Forge:gems is definitely broken but there may be others.

To Reproduce
Steps to reproduce the behavior:

1. Download 7.10.3.91 Janoeo (1.18.2) and required libs. Note, that some of the previous versions have this bug too.
2. Optional: Download Tinkers' Construct and JEI, and notice the missing tags for the "Gem Cast" item crafting recipe.
3. Check latest.log when loading a world.

Expected behavior
Tags expected to load.
