CPU usage module always shows "5%" even when system is maxed out

all of my 16 cores are running at 100% (0% idle), and have been for about a minute. top (waybar) shows it correctly: all cores maxed out. bottom (hyprpanel) just shows "5%" 😦

unlike #658 my system has an intel cpu i9
