chore: fork as eslint-plugin-rxjs-x

- Renamed plugin to rxjs-x in docs, readme, config, etc.
- Reset version to 0.0.0.
- Updated LICENSE, CHANGELOG, package.json for fork.
- Updated Rules in README to be more comprehensive.
- Replaced circleci config with GitHub Actions ci.
- Removed precommit hook, prettier, FUNDING.
- Added auto-fix to vs code settings.
