Allow to specify a path to qodana.yaml

We are using the GitHub Action of Qodana. Now we would like to configure it with a qodana.yaml based on the recommendations provided by the onboarding guide.

However, we found no way to specify a qodana.yaml that is NOT in the root of the project. We would like to keep our root clean, so the option to specify a path to the qodana.yaml would be much appreciated.
