模块作用域通知请求如何实现

我看到一个模块在勾选功能的时候会弹出一个通知
作用域请求
用户 机主 上的 com.xxx.xxx请求将 com.xxx.yyy添加至其作用域

只有点允许了，这个功能开关才可以打开
