[BUG] modifier isn't taken into account in `mod+`` keyboard shortcut

To Reproduce
Steps to reproduce the behavior:

1. Go to https://codesandbox.io/p/devbox/white-glade-l4kc74
2. Click on Ctrl+` (on any OS)
3. Count increases (expected)
4. Click on `
5. Count increases (unexpected)

Expected behavior
The count should increment only when the Ctrl key is held when pressing `

Desktop (please complete the following information):

• OS: macOS
• Browser: Chrome
• Version: 142

This used to work on v4

I can confirm it too. The ` makes the count go up despite not pressing the Control
