Clean then Rebuild creates `.nupkg` without installer resources.

Per the title:

In VS:
Clean then Rebuild creates `.nupkg` without installer resources.
A second Rebuild is required to produce a proper package.
Need to fix or detect and at least fail to force second build.
Do not want to publish bad packages to nuget repo.
