Investigate if ISC ppa repo can be used instead of the OS default

Check out the ISC Dockerfile to see if we also can use the ISC repo when installing files: https://gitlab.isc.org/isc-projects/bind9-docker/-/blob/v9.16/Dockerfile

While this would bump the available version significantly, it seems like it is only for Debian.
An alternative would be to compile ourselfs, but that is something I don't have time to dive into right now.
