chore: cleanup after scripture library extraction

- Remove scripture ES6/CSS sources moved to lib_cwmscripture
  (bible-translations, scripture-switcher, scripture-tooltip, scripture-text)
- Keep cwm-fetch and scripture-autocomplete in Proclaim (not scripture-specific)
- Fix joomla.asset.json: cwm-fetch and scripture-autocomplete point to
  com_proclaim/ (Proclaim's own media), scripture assets point to
  lib_cwmscripture/ (library media)
- Fix proclaim.script.php delete list: don't delete cwm-fetch or
  scripture-autocomplete on upgrade
