[Original Bug]: CIA Lighting issue

Issue Summary:

This was an issue with the OG, but also is happening with enhanced, and I believe the DGVOODOO2 Fixed it in the OG before, yet I cannot seem to fix the issue. The 2 shots are from barely moving the mouse. I also switched ForceShadowMode to 0 in the .ini, no luck. I have searched here and cannot find a fix. My apologies if the fix is here and cannot locate on my own. Thanks :)
