🚀 Feature: Create separate block for console-fail-test #2306

Overview
Right now, console-fail-test is always included in blockVitest. No matter what. But some consumers might not want it:
- Not everyone wants to fully disable console calls in testing
- https://github.com/JoshuaKGoldberg/console-fail-test itself doesn't!
It'd be nice if a separate blockConsoleFailTest could be created.
Additional Info
I prototyped this in #2308 but don't have bandwidth to investigate why the tests are failing.
