`ERROR: Unable to find compatible target in system image.`

When using `--build-arg CREATE_SYSIMG=true` when building the Docker image in GHA I've noticed that when using the image with AWS Batch the following error is reported in the CloudWatch logs with no additional information:

ERROR: Unable to find compatible target in system image.
```
