I install LibPQ but test fails.

Hi,
I couldn't find anything on this issue, so here I am.

I installed LibPQ.jl except I think I broke it. I installed and ran test but failed. I can use some parts of LibPQ.jl, but a lot of stuff isn't recognized. I can connect to Database, but some functions aren't recognized. What did I do wrong?

The instructions above show Docker being used but I typically have a PostgreSQL server installed and set the appropriate environment variables for LibPQ.jl to point to it.
