Compatibility with JET v0.10

It is currently not possible to install both a recent-ish SnoopCompile and JET in an 1.12-rc environment:

1.12 is still a WIP. You've got roughly half of the package working on the dev branch. Waiting on #419 which is waiting on a Julia PR to be approved.

Now that #428 was merged, I guess the next step would be to try adding compat for JET v0.10 (dropping JET v0.9, which anyways fails to load with 1.12.0-rc2), and see what needs to be fixed?

The move to JuliaDebug threw away old doc builds. To get the docs to build in this package's new home, I commented out any interaction with JET (#437).

I've mostly reversed this (#442), but that PR documents a couple more steps that should be taken to fully re-enable JET. xref #443
