Fix TagBot

Fails to push to Github with the same error every time:

  ! [remote rejected] v0.1.0 -> v0.1.0 (refusing to allow a GitHub App to create or update workflow `.github/workflows/TagBot.yml` without `workflows` permission)
error: failed to push some refs to 'https://github.com/JuliaGPU/GPUToolbox.jl'

I believe a JuliaGPU org owner has to add repo access to the Julia TagBot app, but I'm not certain.
