Summary
Upgrade the Julia versions on CI to use 1.10, the new LTS. Addresses #422

Proposed changes
Upgrade all tests to Julia 1.10, dropping 1.0 and 1.6, which are 7 and 4 years old at this point.

What alternatives have you considered?
Not doing this and being unable to use dependencies that require higher versions.

Breaking changes
This PR will should not break anything, but future versions should raise the compat bounds.

Can you also replace 1.6 by 1.10 in the Project.toml?

It just needs a bump and LGTM
