CompatHelper: bump compat for Zygote to 0.7 for package 3-parametric-heteroscedastic, (keep existing compat)

This pull request changes the compat entry for the Zygote package from 0.6 to 0.6, 0.7 for package 3-parametric-heteroscedastic.
This keeps the compat entries for earlier versions.
