Yet another package to push toward 1.0...

Here's my take on the TODO:

• Fix the spherical coordinate API (Document that for spherical coordinates theta is going from x to y and phi is going from xy-plane to z #25)
• Review the export list. Remove re-export of symbols from Rotations (Allow compatibility with Rotations.jl v1.x #55 (comment))
• Triage other existing issues
