Support running the Jupyter notebook with a customized URL prefix

Currently AssetRegistry only supports the environment variable, JUPYTERHUB_SERVICE_PREFIX.
However, I think it is more useful if the Jupyter Notebook configuration parameter, c.NotebookApp.base_url, in jupyter_notebook_config.py is supported as well.
