Upgrade DataStructures to v0.19

The automatic #454 has failed because we're stuck to JuliaFormatter v1. We need JuliaFormatter v2 to remove the DataStructures bound

could you check whether #436 works for you? It is supposed to solve the formatter version issue (it should not be a dependency to begin with)
