Unclear what the purpose of this repo is

Hi. I assume this repository has some relation to https://github.com/JuliaComputingOSS/llvm-cbe but it's a bit unclear. If it's abandoned but historically important, maybe it could be marked as archived? (That's a GitHub feature.) In any case, could some description be added? It may be useful to avoid confusion.
