Copy LinearAlgebra BLAS tests and comment out the trsv tests

Clear out OpenBLAS when BLIS is loaded.

It's messy dealing with older versions of LBT and Julia. Simplest to require Julia 1.12 for BLIS 2.0, especially when we are no longer falling back to OpenBLAS.
