Update SDL2_ttf to 2.22.0 #79
Description
I requested the SDL2_ttf bindings get updated to the latest release 2.22.0 because a number of useful functions are missing like TTF_Measure* and the LCD rendering. Also, this will keep the Julia bindings up to date with the documentation at https://wiki.libsdl.org/SDL2_ttf/FrontPage
