[Windows] Unable to delete hardlink created during `probe_strategy()`

Sometimes, the hardlink we create to probe a particular drive/ that gets created seems to be undeletable. Example here. This seems like there's a dangling reference to the file created, and it appears that it is impossible to delete the file until the julia process exits. GC.gc() does not help. This may potentially be a libuv issue.
