Add Buildkite test jobs for Julia 1.10 and 1.11

This commit adds two new jobs to the Buildkite pipeline configuration:
- A job for Julia 1.10
- A job for Julia 1.11

These jobs are similar to the existing job for Julia 1.9 and will help ensure compatibility with upcoming Julia versions.
