[feature request] allow dims argument for all scalar statistics

Currently only some of the scalar statistics (e.g., mean, var, std — the ones coming from Statistics) admit dims argument (preferably a keyword argument) It would be good if all scalar statistics did so. Is this possible with the way StatsBase is structured?

I think the idea is that it's better to use f.(eachrow(x) and f.(eachcol(x)) as it is more generic. It works for any function automatically and does not require writing boiler plate code for each function in StatsBase (which would just call eachrow or eachcol internally).
