New User Group doesn't have pull/push options (Group has access to media section only and one specific folder)

Describe the bug
We have created a new user group that has the permissions to access on media folder. These editors only have access to the Media section and to just the specified folder

The have been given the uSync Publishing permissions on the user group and the group has been added to the uSync Publisher permissions list

⚠️ The problem is that the push/pull options don't show up for these users ⚠️

Version (please complete the following information):

• Umbraco Version: 16.5.1
• uSync Version: 16.1.0
• uSync.Complete Version: 16.1.2

To Reproduce
Steps to reproduce the behavior:

1. Log into an Umbraco 16.5.1 backoffice
2. Go to the User section
3. Add a new User Group
4. Give permission to access only the media and only one media folder
5. Give permissions for publisher pull/push/browse etc...
6. Save group
7. Go to Settings section > uSync Publisher > Permissions
8. Add the new user group to the permissions
9. Assign a user to that User Group
10. Log in as the user
11. See your one media folder
12. Click on a media within the folder and try to push/pull

Expected behavior
I expect the editors of this User Group to be able to pull/push between environments

Hi,

Just to set expectations upfront, we won't actually fix this for v16.* as we only apply updates to the latest LTS versions, to keep support managable.

Looking at the code it looks like we expect the users to have the Umbraco Publish permission and the uSync Push permissions for things to appear. if you give the users the publish permission (but still deny there content access) it should work.

i think as a fix for v17 we might drop the requirement for publish permission for the action to appear, its mainly there so we can prompt people to publish locally before pushing and that isn't the default.
