I encountered the same problem as described in the link:

After uninstalling ASF and reinstalling it, the IPC stopped working.

I followed the steps in this link:

I still encounter the same issue and additionally get this warning:

That's because your file is named IPC config.json, while it should be IPC.config as stated in the wiki.
