[Bug]: Empty mod list with "Update all" button enabled

Describe the bug

I updated several mods last night and now no mods show up. When I try and play the game through CKAN the mods still load and I can play just fine but I'm unable to manage my mods or download any new mods.

Steps to reproduce

I don't know what caused this, I have tried resetting my computer and the reinstalling the software but nothing works.

If you have time, could you upload the contents of this folder so we can inspect it? The "AppData" folder is in your C:\Users\Username\ folder. My only guess at this point is that there's something wrong with these files:

Thank you for the work around, Shift+refresh worked. I would like to help with diagnosing this and upload that folder but I don't see an "AppData folder. Is there anywhere else it could be?

Try Start+R, then type %LOCALAPPDATA%\CKAN\repos and press Enter

GitHub does not accept very many file types. The easiest way is probably to make a ZIP file out of the repos folder.

That file looks perfectly fine, which rules out my previous guess as to the cause of this.

What about etags.json? Anything odd about that one?

Uploading an affected Discord user's video of a repo refresh in action:

"Loading cached repository data" only makes it up to 44% before jumping to 100%. The first 50% of that process consists of loading the JSON from disk and parsing it into Newtonsoft JSON objects, and in the second 50% we translate those objects into CkanModules. So it looks like the Newtonsoft loading/parsing part is aborting partway through, before we get to CkanModule creation.
