Naval Dockyards' issues as Bolivia #98
Description
First of all, your new update "Darkest Hour" is just amazing in terms of new content and flavors, especially in South America with the syndicalists in Patagonia or with the update of the Bolivian Focus Tree. Speaking of this one, there is a minor issue when finishing the focus "Found National Shipyards" where you are supposed to gain 2 naval dockyards in "Tarapaca".
In fact they are visible on the map of the state but you can't have them and use them in your production, it's like they aren't existing and are only visible on the map and in the details of the state.
Hope you will be able to correct this issue if I am ot the only one having it.
