Review of GDPR Extension To review Elements of Delegation, with updates to spec for use of on-behalf.

A key element for why the receipt work is at Kantara is for identity and delegation, it would be great to review these with the identity and delegation experts.
We have also adopted some Personal Data Categories for the receipt, which I will upload to wiki and link here.
I am not sure where the extension doc is on the wiki - along with the report on what elements/updates were worked on and fixed for the the v next. Consent Receipt.
