Consider defining target audience groups #561

Maybe we should define the different target audience groups so that they can be referred to clearly and consistently?
(This idea was inspired by the discussion in #523, e.g. here).
As mentioned there, these groups come to mind:
- judging systems (the Kattis, Domjudge, PC^2 of the world)
- solvers (contestants, students)
- problem authors
- tools (problemtools, BAPCtools, testdata_tools, ...)
That said, judging system at install time is quite different than at run time. The former is more like (but maybe not exactly like) *tools?
Am I missing some important group? Does this split usefully separate responsibilities?
