Refactor M4M Discord bot commands to use a centralized member database via MantisAPI

The M4M Discord bot currently uses data from Google Sheets, but we would like to use the MantisAPI member database instead. Add more fields to the database if necessary. We need to create new endpoints in MantisAPI and use them in the bot.
