I'm afraid this idea isn't feasible, for a couple of reasons:

1. Augustus uses a very low-level memory allocation and an overwhelming amount of helper functions to manage it's internal data. There isn't a database that we can export. You could technically write an API that would expose certain data points, like open trade cities, population, money etc. but that's a proper big project, and still would lead into the issue two:

If I understand your idea correctly, this would put a majority of heavy lifting on the wrapper that would manage Bannerlords API - I don't think there's much that the Augustus codebase could do here. We're constantly working on opening the codebase to changes and new usecases, but this is completely out of left field for this project.
3. I haven't played Bannerlords myself, so maybe I'm wrong but isn't M&B quite far removed thematically from Caesar 3? I am not really seeing what this kind of modification would achieve for Augustus

Overall, if someone was interested in implementing this, they would have to have great knowledge of Bannerlord APIs and be pretty versed in C, which isn't the most flexible of environments for this kind of utility. They would also have to write an API for Augustus' management of data, which would only work on Windows PC, and one of the core principles of Augustus is multi-platform compatibility and low resource drain.
To be perfectly honest, I think this business plan would require a Bannerlords enthusiast with a lot of time on their hands, because from Augustus perspective, pursuing this wouldn't push forward any of our development goals.
I appreciate the time that you put into thinking this through, it's a very ambitious plan indeed, I'm afraid we can't help with that though.

Thx for your technical advise and taking the time.
I will relay all this usefull information in my search for a team on Bannerlord forums.

 First let me try to convince you. ;) 

1. This could blow up the fame of Augustus as Bannerlord has a long life span, dedicated player base and one the strongest mod community. The game is not really a game. It's a battle simulator to mod. It's the best battle simulator IMO. So the mod community is very strong.
   Look at a video of the battles on Youtube. It's insane !!!

2. The theme
   In Bannerlord Rome is the main faction; it's just not called Rome but it's Rome.
   Bannerlord is a fake fantasy world. Its actually just a mix of the roman civil war after julius, Attila the hun, Byzantine revival, the barbarian invasions and the mongol invasions.
   It's all mixed into the same time period. Rome disappeared with the 4 th crusade in about 1100s not in the 470s as we tend to think...

3. Give Caeser cities and campaign consistency.
   I always regret abandonning my cities and having no interactions with them.
   With this integration you will never abandon your cities. You can create trading between them and co dvl them.
   It just makes it some much more..... real, I guess is the word.
   I found the word while checking the text :
   You build an empire of cities not just cities

   Would modding caeser 3 not Augustus be easier to do this integration ?
   I think API wrappers and jason files are different ? ChatGPT suggested using either option. Would the jason file method make it easier ?

Sorry, I'm not convinced by the pitch, that sounds like a boatload of work for a team that doesn't play Bannerlord ^^'

On the technical question you asked:
We are modding a custom rewrite of an entire game engine. I'm not sure what you are actually asking by 'modding caesar 3 not Augustus'. We don't have, or can use, original C3 source code. Julius is a full rewrite that 'simulates' the original game. Augustus is a modification directly of that rewrite. Julius definitely isn't a good fit for it as it assumes no external integration into the original functionality of the game. It's supposed to be a simulation faithful to the original, but completely replaces entire logic and mechanics with approximation.
If it was to ever happen, Augustus would have to add an API that allows exposing these data points. How exactly these data points supposedly would be communicated between Augustus and Bannerlord would be up to debate, but ultimately would depend on how Bannerlord does it. Is it exposed to an online server, does it live as a process on host computer, is it actually saved to file on hard drive or held in dynamic memory, system variables..
API is just Application Program Interface - a generic way to describe a way to communicate with/or out of a single program.
Json is a file format used to move data
One is managing interface, the other is a file format, an API could be exposing data via Json, xml, csv, binary...

And that's only the tip of the iceberg here im afraid
