Document the netscaler "system command policy" user permissions in netscaler for ease of setup

The permissions required are documented on the page, but setting them up in Netscaler is complex. It would be easier if someone could figure out exactly the command policy string to copy paste into Netscaler, and add it to the readme.

+1 -> same difficulties with customer. not sure if its bug or their permissions are not correct...
