Build is confused by installed SPIRV-Tools

When I try to build 1.4.328 (or 25658c2 to be exact) the build is confused by the installed version of spirv-tools on my system:

ninja: error: '/usr/include/spirv/unified1/extinst.arm.motion-engine.100.grammar.json', needed by 'core_tables_body.inc', missing and no known rule to make it

My build of 1.4.322 from September 3rd didn't have this problem.

This is happening because that file was only recently added to spir-v tools: #6284. You are trying to build with an out dated version of the spir-v headers.

Did you follow the instructions in https://github.com/KhronosGroup/SPIRV-Tools?tab=readme-ov-file#getting-the-source?

You want to make sure that the a compatible version of the spir-v headers are checked out using the git-sync-deps script. That way you can be sure you have a version of all of the submodule that works with the current commit of spir-v tools.

Then you should rerun the cmake configuration.
