Credit upon claiming free $15

I tried to add my credit card and was charged $10. After I spent $15, I attempted to top up. Strangely, I was then charged an additional 15. My question is: I thought the initial \10 would be used as credit for the next recharge. If that's not the case, how long will it take to get a refund or reuse this amount?
