Feature Request: Credit Retention on API Errors

Summary:
When using KiloCode AI in the VS Code extension, if there's a failure from the API/server side (after a credit-consuming process has begun), currently the credits are deducted even though no usable result is returned. I'd like to suggest that credits be refunded partially (e.g., 50%) or fully in such cases.

Why this matters:

1. The failure is not caused by user input but by server/API issues.
2. It feels unfair for the user to lose credits for an unsuccessful interaction.
3. It would improve user trust and satisfaction, especially for those on limited plans.

Suggested Implementation Options:

1. Detect and classify API failures or timeouts distinctly.
2. If the error is on the server side, don't deduct credits or refund 50-100% automatically.
3. Show a clear notification to the user that credits were restored due to an error.
