Qwen CLI with open-router capability

It would be really good if we add QWEN CLI option into Kilocode with API provider, model dropdown along with Openrouter provider routing. Through this way we can leverage Qwen CLI capability and also control the cost by choosing either direct provider like OPENAI or OpenRouter provider. I have also captured this for Qwen CLI in this link - QwenLM/qwen-code#70.
