Do not index new codebases automatically

Kilo Code currently indexes every newly opened project in VSCode if indexing was turned on. This behavior can cause problems with privacy and costs. It would be much better to require a manual confirmation (or add an option to enable it) in all new codebases to avoid unnecessary automatic requests.
