Why 429 error with qwen-code and Qwen provider?

I don't understand why I get error 429 through the webstorm plugin when I use qwen code acp? Are you passing traffic through yourself and doing a rate limit? How can I disable it? Because directly through qwen in the terminal, when errors fall in kilo, everything works!
