Workflow config UI is hard to find

Workflow config is quite hard to find.

I would have expected it near here:

The UI itself is fine, but it really is proper config, so it's odd to see that outside of the config section. Also, the call-to-action background in the text-box doesn't mention that workflows are /-callable, and when you type /, even then it's initially hidden:

Finally, even the name is OK but not great; this sounds more like a "canned instructions" feature; that's not only useful for workflows.

I think we should be able to improve this UI... if we make time for that, anyhow.

A counter argument is that it doesn't make sense to bury workspace rules in otherwise global settings.

More strange stuff:

• The UI doesn't include mode-specific rules.
• custom instructions are also a thing, but are just less flexible rules afaict
