Add configuration to enable/disable annotation types

Allow admins to turn pulse and sequence annotations on or off. Useful for different deployment that have different functional requirements (e.g. reference deployment at Kitware vs. deployment for manual vetting data collection).

If pulse/sequence annotations exist for a deployment but those features are turned off, display a message to users explaining why ("X feature is disabled. Reach out to an administrator...")
