Allow users to mark files as reviewed

Particularly useful for simulating "work queues" where a user reviews/annotates a file and no longer needs to see it. Reduces clutter on the recordings screen and allows users to find files that they need to annotate more easily.

Once a user submits (finalizes) an annotation, they should automatically move on to the next spectrogram using the same logic that the current "Next shared" button uses
