Leveraging the workflow implemented in Slicer/Slicer@0f047b6 (COMP: Add Github workflow for keeping pre-commit configuration up-to-date), add support for updating top-level .pre-commit-config.yaml

Similarly, implement mechanism to support updating the cookie-level settings.
