[3.13] (Konnect only) managed_by metadata for Konnect entities

The client wants to indicate to the server that the entity should only be managed by that specific client.

A third party client (“Owner Client”), such as a deck client, remote CI/CD system, or an instance of Kong Gateway Operator should be able to signal to Konnect Gateway Manager when that client expects to be the source of truth for the configuration of that entity.

Definition of done

• Check if this metadata needs to be added to any references.
• Could be useful to add to debugging or troubleshooting docs

Otherwise, this will be covered in the API spec.
